Professor Makau Mutua
Professor Makau Mutua is a longtime ally of former Prime Minister Raila Odinga and has served as his political advisor for many years.
He is a distinguished Kenyan-American scholar known for his contributions to international human rights and law.
He is a SUNY Distinguished Professor and the Margaret W. Wong Professor at the University at Buffalo School of Law, where he served as dean from 2008 to 2014. Recently, Mutua was appointed Senior Advisor for Constitutional Affairs.
- Moses Kuria
Moses Kuria is a politician and former Cabinet Secretary. He served as the Member of Parliament for Gatundu South from 2014 to 2022.
In President Ruto’s administration, he served as the CS for Trade and Investments and Public Service.
Currently, he serves as a Senior Advisor in the Council of Economic Advisors.

David Ndii
David Ndii is a renowned Kenyan economist, author, and columnist, widely recognized for his contributions to economic policy and governance.
He has served as an economic advisor in different administrations, including those of Presidents Mwai Kibaki and Uhuru Kenyatta.
He also served as a political strategist for former Prime Minister Raila Odinga while he led the NASA coalition. Currently, Ndii serves as the Chairperson of the President’s Council of Economic Advisors (CEA) under President William Ruto.
- Prof. Edward Kisiang’ani
Prof. Edward Waswa Kisiang’ani is a Kenyan academician and political analyst. He served as Principal Secretary for Broadcasting and Telecommunications from November 2022 to March 2025.
President Ruto reassigned him and appointed him as Senior Advisor to the President’s Council of Economic Advisors.
- Monica Juma
Monica Juma is a Kenyan diplomat who has had a distinguished career in public service. She served as Kenya’s Ambassador to Ethiopia and the African Union from 2007 to 2010 and has held other high-profile positions in government:
- Principal Secretary for Defence (2013-2014)
- Principal Secretary for Interior (2014-2016)
- Cabinet Secretary for Foreign Affairs (2018-2020)
- Cabinet Secretary for Defence (2020-2021)
- Cabinet Secretary for Energy and Petroleum (2021-2022)
Currently, she holds the position of National Security Advisor to President William Ruto since October 27, 2022.
- Joseph Boinnet
Joseph Boinnet is a security expert. He served as Kenya’s second Inspector General of Police from March 2015 to March 2019.
He was appointed by President William Ruto in 2023 as the Deputy National Security Advisor in the Office of the President, a position he holds to date.
- Jaoko Oburu
Jaoko Oburu is a businessman and son of Siaya Senator Oburu Odinga. He has served in various roles in Siaya County, including as County Executive Committee member for Roads and Public Works under former Governor Cornel Rasanga and as Investments and Resource Mobilization Adviser.
On April 22, 2025, President William Ruto appointed him as Special Advisor on Economic Empowerment and Sustainable Livelihoods in the Executive Office of the President.
- Dr. Silvester Okumu Kasuku
Dr. Silvester Okumu Kasuku is a notable Kenyan expert with over 24 years of experience in transport, infrastructure, urban planning, and regional integration.
He has held significant leadership roles in government, academia, and consultancy, contributing to major infrastructure projects and policy reforms in Kenya and across East Africa.

Currently, he serves as the Governance Advisor in the Executive Office of the President of Kenya, appointed by President William Ruto in December 2024.
- Harriette Chiggai
Harriette Chiggai is a prominent Kenyan lawyer known for her dedication to championing women’s rights and governance. Chiggai currently serves as the Advisor on Women’s Rights in the Executive Office of the President. She has held various significant positions, including:
- Vice President of the Law Society of Kenya (LSK)
- Head of Legal Services at the Institute of Certified Public Accountants of Kenya (ICPAK)
- Deputy Secretary General of the East Africa Law Society
- Major (Rtd) Ali Mahat Somane
Major (Rtd) Ali Mahat Somane is a retired military officer. He was appointed as an Advisor on Security Affairs in the Office of the National Security Advisor by President William Ruto on December 20, 2024.
- Professor Abdi Guliye
Professor Abdi Guliye is a Kenyan academician, researcher, and public servant with over 25 years of experience in university teaching, research, and administration.
He specializes in Animal Nutrition and Livestock Management. Currently, he serves as an Advisor on Livestock and Rangeland Management in the Executive Office of the President of Kenya.
- Steven Otieno
Steven Otieno is an expert in cooperatives. Currently, he is an advisor on Cooperatives in the Executive Office of the President.
Otieno supports policies to strengthen cooperatives, emphasizing financial inclusion, savings mobilization, and economic empowerment, particularly for MSMEs and diaspora cooperatives.
- Dr. Dominic Menjo
Dr. Dominic Menjo is a renowned figure in Kenya’s agricultural sector, serving as a Food Security and Animal Production Advisor in the Office of the President.
