Hassan Noor Hassan is a veteran civil servant currently serving as a commissioner of the Independent Electoral and Boundaries Commission (IEBC).
Noor was sworn in on July 11, 2025, after his appointment by President William Ruto. His name was among those of six individuals shortlisted on March 25, 2025, just days before the interviews for the reconstitution of IEBC commenced.
He boasts vast experience in public service, having held several positions, including in the National Administration where he served as a provincial Commissioner.
Hassan Noor Work Experience
Previously, Hassan Noor served as the Director of Administration in the Ministry of Local Government from 2010-2013.
He later became the Chief Coordinator and Head of Secretariat for Kenya Water Towers between 2013-2015.
From 2014 to 2017, the former Mandera Gurbenatorial candidate served as the Director of Administration in the Ministry of Sports, Culture and Heritage.
In addition, he was a Chief Administrative Secretary (CAS) in the Ministry of Sports, Culture and Heritage from 2018-2020.

Later, between 2020-2022, he served as CAS in the Ministry of Education, Vocational and Technical Training.
Education Background
Hassan Noor Hassan attended Mandera Primary and Secondary in his early.
He proceeded to Kwale High School for his A-level and enrolled at the University of Nairobi where he graduated with Bachelor of Arts in sociology and political science in 1984.
He also holds Master of Arts Degree in International Studies and Diplomacy from Washington International Studies and Diplomacy from Washington International University in 2011.
Political Life
Hassan Noor Hassan has been involved in Mandera County Politics. In 2017 General Election he vied for Mandera Gubernatorial Seat under the Economic Freedom Party (EFP).
He was the runner-up, securing 62,769 votes against Ali Roba’s 71,890 votes.
He later filed a petition challenging the outcome citing irregularities, but the case was dismissed.

In 2022, he declared his intentions to run for the seat, this time as the candidate for Orange Democratic Movement (ODM).
His candidacy added to the competitive political landscape in Mandera County.
Noor Hassan Noor, as an IEBC commissioner, will serve a single term of six years, as stipulated by the Independent Electoral and Boundaries Commission Act. This term began upon his swearing-in on July 11, 2025, and is non-renewable.
