Reverend (Dr.) Jane Mwikali Makau is the Betting Control and Licensing Board (BCLB) Chairperson.
BCLB is domiciled at the Executive Office of the President and was established following Executive Order No. 1 of 2023 – Organization of the Government of the Republic of Kenya through an Act of Parliament (Betting Lotteries and Gaming Act Cap 131 Laws of Kenya).
The licensing board is made up of 5 directors: Edwin Irungu, Anne Too, Janet Mwawasi, Enerst Kamau and Innocent Muganda.
Peter Mbugi on the other hand is the board’s Chief Executive Officer (CEO).
BCLB has the mandate of supervising and inspecting betting and gaming activities, presiding over public lottery and prize competition draws, and Authorizing amusement machines and pool tables.
The board also conducts spot checks on betting, lotteries and gaming operations countrywide.
Jane Makau was appointed to chair the board in 2022 by Deputy President Kithure Kindiki who was the then Interior Cabinet Secretary.

The BCLB chairperson is a seasoned entrepreneur and business leader with extensive experience in business development, business intelligence, project management, research & strategy, and brand management & advertising.

She is also an ordained Reverend at Freedom Embassy, which has branches in Kenya, Liberia, and the USA.
Mwikali is the founder and president of the Great Grace Empowerment Institute in Kenya, certified by the National Industrial Training Authority (NITA).
In addition, she is the president and founder of Neema Supreme Distributors in London, United Kingdom, which focuses on fashion.
The BCLB boss has previously served as a customer service manager at Akiba Bank and as a director at the National Water Harvesting and Storage Authority (NWHSA), chairing the strategy, technical & business development committee between February 2019 and February 2022.
Jane also served as a member of the Governance Risk and Audit Board Committee (GRAC).
She holds a Master’s degree in Business Administration and a Bachelor of Arts degree in Business and Management from the University of Sunderland, UK.

Also, she possesses a higher national Diploma in Business and Technology from EDEXCEL University, UK along with a Diploma in Marketing, Sales, and Advertising from Graffins College.
Moreover, Mwikali has a certification in entrepreneurship from the renowned Babson College in Boston, USA, recognized as the best university for entrepreneurship for the past twenty-two years.
The ordained Reverend holds a certificate in Entrepreneurship from Babson College, Boston, USA which has been voted as the best entrepreneurship University in the world for over twenty-two consecutive years.
Awards
Jane has in the past been awarded by Brandon College as top seasoned women entrepreneur. Additionally, she is a certified NITA lead trainer.
In March this year, the BCLB chairperson was recognized with the prestigious Regulatory Alliance Award 2025 at the AGE Lagos Summit, a leading gaming and regulatory forum in Africa.
The award recognized her efforts in unifying gaming regulations across Africa, promoting cooperation between countries, and maintaining high regulatory standards.
