Migori County Assembly has declared the speaker position vacant following the impeachment of Charles Owino as the speaker on April 23, 2024.
The impeachment motion which was unanimously passed by 59 out of 60 MCAs present during the session cited allegations of mismanagement of affairs of the House.
Furthermore, the MCAs accused Likowa of poor management of the county assembly and lack of accountability on the House finance affairs.
Following his removal, Deputy Speaker Mathews Chacha assumed the role of interim Speaker.

Migori Speaker Impeached
However, the Migori MCAs later elected a colleague who had tabled the impeachment motion against Likoa to act as the interim Speaker.
Kaler Ward MCA Thomas Akungo was elected on April 30 after the court issued orders stopping current Deputy Speaker Mathews Chacha from taking up the position of Acting Speaker.

Likoa’s impeachment came at a time when he has been battling cases in court challenging his election as the Speaker of the Migori County Assembly.
In February 2023 activist Isaac Aluochier, who vied for Migori County Assembly Speaker but lost, contested the victory of Charles Owino Likowa’s in court.
High Court Judge Roseline Wendoh ruled that Likowa’s election was null and void as legal compliance with the poll’s conduct was proven.
The court ordered that a fresh election be conducted in 21 days, but Likowa’s lawyer sought stay orders to allow the filing of an appeal.
Migori County MCAS to Elect Speaker on May 28
The County Assembly said it will hold a sitting on May 28, 2024, at 9:30 am in the County Assembly Chambers, County Assembly Buildings, in Migori Town, Migori County.
At that sitting, the Speaker of the County Assembly of Migori shall be elected in accordance with Article 178 of the Constitution of Kenya 2010, Section 21 of the Election Act, 2011 and pursuant to Standing Order Nos. 4 to 7 of the Migori County Assembly Standing Orders.

How to Apply
“Any person who is eligible to be elected as the Speaker of the County Assembly of Migori in terms of Article 178 and 193 of the Constitution of Kenya, section 21 (1) of Election Act and Standing Order number 5 of the Migori County Assembly Standing Orders and who is interested in contesting for this position is requested to collect nomination papers form and application form from the office of the Clerk of the County Assembly of Migori, County Hall between 8.00 am. and 5.00 pm. commencing, on the 15th May, 2024 and ending on 23 May, 2024 at 5.00pm,” read part of the notice.
“Completed nomination papers and application form together with curriculum vitae of each candidate and relevant supporting documents, should be returned to the Office of the Clerk of the County Assembly of Migori at least forty-eight (48) hours before the County Assembly of Migori assembles for the purpose of the said sitting, that is, not later than 5.00 PM. on Friday, 24th May 2024.”
Also to note, any form of inquiry by any applicant should be made in writing to the office of Clerk Migori County Assembly within working hours.
