The Communications Authority of Kenya (CA) has announced a job vacancy for the position of a Director General days after Ezra Chiloba resigned.
In a statement on Friday, October 27, CA said the DG who doubles as the Chief Executive Officer (CEO) will be responsible for providing strategic and visionary leadership.
“The Authority is seeking a dynamic and visionary leader to serve as the Director General/Chief Executive Officer.
The DG will play a crucial role in the management and oversight of the institution, ensuring that CA fulfils its mandate of regulating and promoting the ICT sector in Kenya,” read the statement in part.
Further, the Commission said the new DG will report to the Board of Directors and provide CA with the leadership expertise, and strategic direction needed to effectively regulate, promote, and lead the technology, communications, and broadcasting sector in Kenya.
“The success of this role is critical to the growth, competitiveness, and inclusivity of the sector, ultimatel benefiting consumers, industry players, and the national economy,” said CA.
Chiloba’s Successor Roles
Additionally, the DG will be entrusted with a wide array of core responsibilities to ensure effective regulation and promotion of the ICT sector in the country.
Also, he/she will play a pivotal role in developing, implementing, and enforcing regulatory policies and standards while ensuring that regulatory decisions are fair, impartial, and in the public interest.
Moreover, the DG will be responsible for building and maintaining strong relationships with industry stakeholders, government agencies, and international bodies.
“Interested candidates are invited to submit their applications, including a detailed CV, a cover letter and contact information for three professional referees by Friday, 17th November,2023, 5:00p.m East African Times,” announced CA.
The successful candidate will be the primary representative of CA in negotiations and discussions related to the sector.
CA said the DG will monitor and enforce compliance with regulatory requirements, address violations, and manage CA’s financial and human resources effectively to secure its fiscal health and sustainable growth.

The DG will also provide expertise, and oversee the interpretation and drafting of regulations, ensuring transparency, accountability, and good governance in CA’s operations.
In addition, the individual will be required to stay informed about emerging technologies in order to encourage innovation within the Authority.

Qualifications
To begin with, interested candidates must have a bachelor’s degree in : Telecommunications, Information Technology, Applied and Physical Sciences, Humanities and Social Sciences, Business related fields, or equivalent qualification (e.g., Law, Business Administration, Public Administration, or related areas) from a recognized institution.
They must also be proficient in computer applications and fulfil the requirements of Chapter Six of the Constitution.
Further, the candidates must have a minimum of ten years of relevant work experience with at least five years in senior management.
“A strong record of accomplishment in regulatory. telecommunications, ICT, or broadcasting sectors will be an added advantage,” read the statement.
CA further said proven leadership in policy formulation and regulatory matters will be an added advantage.
Also, the candidate must possess strong leadership, strategic thinking abilities, excellent communication, negotiation, and interpersonal skills.
Additionally, they must have a deep understanding of regulatory and legal frameworks in the communications and broadcasting industry.
They must also be knowledgeable of emerging technologies and their impact on the sector.
Some of the required personal attributes include integrity and ethical conduct, resilience, adaptability, and the ability to work under pressure.
Finally, the candidate must be result-oriented and committed to achieving CA’s mission.

Chiloba’s Ouster
Chiloba resigned from the DG position after investigations into alleged irregularities in a procurement process at the Authority.
In a statement on October 18, CA Board of Directors (BOD) announced that it had received and accepted Chiloba’s resignation letter.
“On behalf of the Authority, I wish the outgoing DG success in his future endevors and appreciate his invaluable contribution to the organization and wider ICT sector,” said CA Board Chairperson Mary Mungai.
Chiloba’s tribulations started on Septembers 18 when CA BOD announced his immediate suspension and appointed Christopher Wambua as the Acting DG.
He resigned after holding the position for around two years having been appointed in October 2021.
